Connect a constant combinator to the LTN lamp using green

Add a signal 'upstream' on the branch that is red if more than 1 (or 2, or 3, adjust to taste) trains are waiting. Wire that signal to the input of a decider combinator that does "Input: Green = 0; Output: Everything=Input".
