I really like Outbreak but then I have the nostalgia for it from D1. There are definitely better options in both PvE and PvP but it is still fun to use in casual content. I just wish they would replace Outlaw with Rapid Hit. 5. level 1. It is a good DPS weapon, and add clear will be good with catalyst, but it limits your exotic slot. An exotic heavy or Lord of Wolves would likely be better in most situations. In PvP, it is on the higher end of average most likely. On PC, we have a lot of good options.
