It could be made a bit simpler but not without sacrificing something. Now if you actually want to make it over complicated, you could counter-flow the cobalt with the steam turbine's exhaust water to lower its temperature to about 100 celcius. Oh and maybe use ethanol rain to cool the the steam turbine and the cobalt all the way to about 75 ...Cool steam vents won’t work with turbines without some external heating (turbines require at least 125 C steam). Surround it in insulation tiles to prevent heat from escaping and use some form of cooling to condense the steam to water. It doesn’t require much cooling, some moderately cold gas being pumped through some radiative pipes will ... It's relatively easy to cool the resulting hot oxygen and oxygen from an electrolyzer is always at least 70C anyway. That potentially give you a neverending source of oxygen for your dupes. You could also potentially cool it and use it for other things, but using it hot like this is simpler, I think. #1.

Anything that uses "Tier 2" materials (Oil, Plastic, larger amounts of Steel [1], ...) does not qualify as "early", IMO. The "typical" radiator builds, are an early way to tame a Cool Steam Vent. This one is a more advanced version that's suitable for the tail end of the mid-game.For that reason, on un-tuned vents, it is always best to run these things as hot as possible.
