Edit: its not only on zane and working as intended afaik, its the same problem with stop gap and low cooldown skills where it has diminishing returns when you activate it to quickly again. basically when you activate it again before the 15 secs run out it wont last as long. so dont activate your action skill so much and you should be fine.
