(The file can be opened with Notepad) Near the top of the file, it'll say <Configs FullScreen=. Make sure it says FullScreen="1". (and yes, the number must be in quotation marks) It crashes when I do that. Now go back to C:\Program Files (x86)\Steam\steamapps\common\Sonic Adventure 2 and launch SA2ModManager - the one with the blue icon. Here is where you install the loader and mods, and make any changes you want. Make sure to click Save, and obviously have cutscene revamp checked off.
