After a test, both with and without water, I found it works fine after water is off and you can actively move sinks to anywhere you want and then plumb it using rain collectors as normal. However you are right as long as water is still on, because apparently you can't plumb anything as long as the water is on.Fill cooking pot with rain/lake/river water -> place pot on stove / fire -> cook for about 30 in game minutes and it will change from tainted to normal water -> use cooking pot to fill whatever you want.
